CEC reminds political parties of local election participation procedures

The Central Election Commission (CEC) reminds political parties of the necessary procedures to secure their right to participate in the upcoming municipal elections. Parties interested in taking part are encouraged to complete all required steps promptly.

“As previously announced, the next elections for municipal representative bodies (Sakrebulo or City Assembly) and mayors of self-governing cities and communities will be held on the first Saturday of October 2025, which is October 4,” stated the CEC.

The Commission urges political parties to fulfil all necessary procedures promptly to secure their participation rights.

According to Article 142, Paragraph 1, of the Organic Law of Georgia—specifically the Election Code of Georgia—a party must apply to the Chairman of the CEC to participate. Applications must be submitted:

After the Sakrebulo elections are officially called, but no later than 57 days before election day, provided the party either:

a) was registered during the last parliamentary elections, or
b) currently has a representative in the Parliament of Georgia.

Parties that do not meet these conditions must submit their applications between January 1 and July 14 of the election year.

If a party does not meet the conditions listed under subparagraph “a,” it will be provided with a sample list for collecting supporters’ signatures. The party must submit a list of at least 25,000 voters supporting its participation within 60 days of receiving the sample, but no later than August 1. The CEC will verify these lists under Article 38 of the Election Code. During the election period, verification must be completed within two days of submission, after which a conclusion will be presented to the Chairman of the CEC.

Additionally, the application must be accompanied by an extract from the register of political unions (parties) issued by the National Agency of Public Registry, an entity under the Ministry of Justice of Georgia, no earlier than ten days before submission. This document must specify the party’s authorized leadership or representatives.
