Parliament to consider amendments tightening driver responsibility and increasing fines
Parliament is set to review legislative amendments that would significantly tighten responsibility for traffic violations and raise fines, with the package being considered in an accelerated manner.
According to the draft, the fine for improper vehicle manoeuvring on the road will increase to 100 GEL, while the number of points deducted from a driver’s license for this violation will rise to 20 points.
The bill also proposes increasing the fine for exceeding the speed limit by more than 15 km/h but not more than 40 km/h from 50 GEL to 100 GEL.
The initiative raises the penalty for not using a seat belt—either by the driver or passengers—to 50 GEL, with an additional 10-point deduction from the driver’s license. The fine for using a mobile phone while driving will likewise increase to 50 GEL.
Fines for standing and parking violations will be raised to 50 GEL in the municipalities of Kutaisi, Batumi, Mtskheta, Rustavi, Gori, Telavi, Poti, Zugdidi and in Georgia’s resort areas, aligning them with Tbilisi’s regulations.
Additional responsibility will be introduced for driving any vehicle other than a minibus in the BUS LANE in the opposite direction of traffic, which will carry a fine of 200 GEL.
The draft also defines a new violation: standing or parking on the sidewalk or at a pedestrian crossing. This will be punishable by a 100 GEL fine, and if legal conditions are met, the vehicle may be transferred to a special guarded parking lot.
