Parliament passes bill to restrict multiple paid public roles in first reading
Starting November 1, 2025, employment in more than one paid position in the public service will be prohibited, except in exceptional cases. This measure is part of the legislative amendments to the Law on Public Service, adopted by the Parliament today in the first reading with 81 votes in favor.
The draft package also includes amendments to laws on public service and anti-corruption and introduces penalties for violations.
Under the new regulations, any individual holding dual-paid positions in public service will be required to vacate all roles. Furthermore, they will be barred from working in public service for two years and must return the full amount of remuneration received during the period of incompatibility to the state budget.
Davit Matikashvili, Chairman of the Parliamentary Committee on Procedural Issues, presented the bill at the plenary session. He explained that the restriction applies to employment contracts across a wide range of public institutions, including legal entities of public law (excluding religious or membership-based ones), non-commercial legal entities founded by the state or municipalities, and enterprises with more than 50% state or municipal ownership, including their subsidiaries. Exceptions are made for scientific, pedagogical, creative, sports activities, and reserve service in the Georgian Defense Forces.
“The government will have the authority to approve a list of deficit areas or institutions where combined employment may be permitted for up to one year, based on one-time written consent.
The violations will result in immediate dismissal from all positions and a two-year employment ban in the public sector. Additionally, the individual will be required to repay all salaries earned since the obligation to vacate their post came into effect. This is a preventive measure designed to enforce compliance with the new law.
The law will come into force on November 1, 2025. Individuals affected by the new rules must choose one position and terminate any additional paid employment by that date, based on a personal statement,” Matikashvili said.
