The parliamentary majority and the Citizens party signed a memorandum. The signatory political parties publicly declare that they will take an active part in the parliamentary work, ensure and facilitate the drafting and adoption of a legislative package related to electoral reform by the parliament.

The signatory political parties agreed on the following points:

An election threshold should be below five percent, no more than three percent for the 2024 parliamentary elections.

The minimum number of members of the parliamentary faction should comply with the election threshold. At least four MPs will have a right to form a parliamentary faction in the 10th convocation parliament.

All the following local municipality [Sakrebulo] elections in Tbilisi, Kutaisi, Batumi, Rustavi, and Poti will be held in a four-to-one ratio between proportional and majoritarian electoral systems. The electoral threshold for Tbilisi Sakrebulo elections will be 2.5 percent, and for other Sakrebulo elections – no more than 3.2 percent.

The election administration will be reformed, fully professionalized, and optimized following the OSCE/ODIHR recommendations.

Parties will have the right to replace their representatives in election commissions at any time before the election, except on election day.

Two-thirds of the members of the relevant election commission will have the right to expulse a party representative.

The norms on the administrative resource use will be reviewed and implemented following the OSCE/ODIHR recommendations. Public servants and their equals, including school and kindergarten administration representatives and teachers/educators, are prohibited from participating in political activities during working hours.

Law prohibits the gathering and obstruction of citizens within a 100-meter radius from polling stations, as well as the registration of voters on election day.

Voting through electronic means will be introduced, which will ensure the scanning and identification of the ballot paper filled out by the voter. Results of the polling stations will be available in an electronically readable form, which will enable the verification and detailed analysis of these results (including registered voters, number of ballots, data on invalid ballots) in the shortest possible time.

Voter registration will be ensured through fingerprinting.

As far as technically possible and compatible with other technologies covered by this memorandum, barcodes (RFID-stickers) will be placed on the ballot papers to prevent the ballot paper from being taken out of the polling station. Withdrawal of the ballot will be punishable under criminal law.

Voting will be possible only using a new ID card or a passport of a citizen of Georgia.

Photo and video shooting of the ballot paper will be prohibited and will be criminally punished.

The legislation will be amended so that any authorized person could request the recount of at least 10 percent of precincts.

Mechanisms for expanding the voting capacity of Georgian citizens living abroad are considered.

Norms related to solving the election disputes will be revised per the OSCE/ODIHR recommendations.

A special working group at the participation of parliamentary parties, non-governmental organizations, and international partners will be set up to carry out electoral reform.

Aleko Elisashvili, leader of the Citizens party, declared they reached an agreement with the ruling Georgian Dream party. Levan Ioseliani and Aleko Elisashvili will take up their seats in the Parliament of the 10th Convocation.
