Georgia’s President Salome Zurabishvili talked about the pardoning related issues during delivering her first annual speech in the parliament.
President underlined that practice of pardoning resembled acts of amnesty rather than the concept based on a discrete right of president during the duty term of the previous president.
“The discrete right of pardoning means selection of individual prisoner cases by president where the priority goes to human principles. This will reduce risks to the public,” Zurabishvili said.
According to President, functioning of the state pardoning commission at Justice Ministry will ensure involvement of representatives of different administrative bodies into the commission work.
“The commission will discuss applications, which meet new criteria and prepare recommendations. Making the final decision will remain the President’s prerogative. Private, social, religious or political factors will not influence the decision-making,” Zurabishvili said.
