New penalties introduced for violations in tourism sector legislation

New sanctions are being introduced and several existing fines are being increased for violations of legal requirements in the tourism sector.

The corresponding amendments are being introduced to the Law on Tourism.

According to the draft law, the provision of high-risk tourism services by a person without the relevant certificate will result in a fine of 3,000 GEL. A repeated violation will result in a fine of 6,000 GEL.

Under the amendments, providing high-risk tourism services in violation of technical regulation requirements will result in a warning or a fine of 1,500 GEL. A repeated offence will result in a fine of 3,000 GEL.

The draft also stipulates that operating as a tourism service provider without registration in the database of the Georgian National Tourism Administration will result in a fine of 500 GEL, increasing to 1,000 GEL in case of repetition.

Failure to register in the Economic Activities Register previously carried a fine of 500 GEL. In addition, under the amendments, failure to submit the required guarantee to the National Tourism Administration will result in a fine of 1,000 GEL, increasing to 2,000 GEL if repeated.

The project further provides that tour operators and providers of related tourism services operating without insolvency protection guarantees will be fined 1,500 GEL, increasing to 3,000 GEL for repeat violations.

It also states that operating as a destination management organization without official status granted by the National Tourism Administration will result in a fine of 1,000 GEL, increasing to 2,000 GEL if repeated.

In addition, obstruction of an authorized supervisory representative in carrying out their duties will result in a warning or a fine of 500 GEL, increasing to 1,000 GEL for repeat offences.

According to the draft law, the new fines are expected to enter into force on either June 1, 2026, or January 1, 2027.
