“The latest falsehoods being spread regarding deficit spending are completely refuted by official data published on the websites of the National Statistics Office and the Ministry of Finance,” a statement from Georgia’s Ministry of Finance reads.

Specifically, according to the Ministry of Finance, the actual budget deficit indicator has consistently declined over the past five years.

“2025 was exceptional in this regard, as for the first time the deficit indicator fell significantly below 2% of GDP, reaching 1.4%, which represents a historic minimum for the budget deficit. When considering the nominal figures as well, the deficit has decreased relative to the plan by an average of 150–200 million lari, although last year the reduction in the deficit exceeded one billion lari. It is also incorrect to assert that the difference between revenues and expenditures during this period was covered by accumulated reserves.

If we examine the government’s total deposits, their volume increased by more than 900 million lari in 2025, exceeding 6 billion 100 million lari. The growth in state budget deposits alone exceeded 80 million lari. It should also be noted that in 2025, the state budget’s planned revenue was exceeded, with the surplus totalling more than 200 million lari,” the Ministry of Finance statement reads.

According to the agency, “Based on these data, the disinformation being spread today regarding deficit budget spending and its connection to food prices represents yet another futile attempt to mislead the public.”
