GD's Mdinaradze points at EU double standards: EC's objective report shows Georgia's progress under GD

“The European Union has double standards toward Georgia. Based on objective criteria, the European Commission-published Good Government 2025 Report clearly shows the progress that Georgia has achieved under the Georgian Dream government,” stated Georgian Dream Executive Secretary Mamuka Mdinaradze.

According to him, Georgia has success in all directions according to each index.

“Today, we want to draw attention to one particularly significant issue. You will remember that the European Commission, whose president is Ms. Ursula von der Leyen, distinguished by sharp and unjust criticism toward Georgia, published several important indices within the framework of the Good Government 2025 Report, including: indices of Robust Laws and Policies, Leadership and Foresight, Strong State Institutions, and Attractive Marketplace.

The report [Chandler Good Government Index 2025 Report] published by the European Commission was prepared by the Chandler Institute of Governance and relies on professional research and data from the UN, World Bank, International Monetary Fund, World Economic Forum, other internationally recognised entities, and global assessment organisations, that is, on objective criteria and factual data. It should be emphasised that according to each of these indices, Georgia has succeeded in absolutely all directions. Moreover, we recorded historically significant progress in some directions.

First, let’s familiarise ourselves with the data from this study, and then move to political assessment, which is no less important, if not more so.

  1. With the Strong Institutions Index, Georgia’s government achieved a new historical maximum of 63% in a 100-per-cent assessment system and reached 34th place in the world. It should be noted that in institutional strength, Georgia surpasses all EU candidate countries and 13 EU and NATO member states: Portugal, Croatia, Greece, Slovakia, Hungary, Albania, North Macedonia, Malta, Cyprus, Bulgaria, Montenegro, Romania, and Turkiye.
  2. With the Attractive Marketplace Index, Georgia recorded a new historical maximum, reaching 30th place in the world, and entered Europe’s top twenty. In a 100-per-cent assessment system, Georgia achieved a new historical maximum of 63.2%. In the rating, Georgia surpasses all EU candidate countries and 16 EU and NATO member states: Portugal, the Czech Republic, Cyprus, Croatia, Hungary, Slovenia, Latvia, Greece, Poland, Slovakia, Albania, North Macedonia, Bulgaria, Montenegro, Romania, and Turkiye.
  3. With the Leadership and Foresight index, Georgia’s government is in Europe’s top twenty. We received 52% in a 100-per-cent assessment system, reached 32nd place in the world, and took 17th position in Europe’s top twenty. With this index, Georgia’s government surpasses 19 EU and NATO member states: Iceland, the Czech Republic, Latvia, Spain, Hungary, Portugal, Bulgaria, Greece, Malta, Slovenia, Poland, North Macedonia, Slovakia, Montenegro, Cyprus, Croatia, Romania, Albania, and Turkiye.
  4. With the Robust Laws and Policies index, Georgia’s government is in Europe’s top twenty! Georgia’s government received 70% in a 100-per-cent assessment system, reached 26th place in the world, and took 18th position in Europe’s top twenty. In reliability of legislation and policy, Georgia surpasses 18 EU and NATO member states: Italy, Latvia, Portugal, Spain, Slovenia, Cyprus, Slovakia, Bulgaria, Malta, Greece, Poland, Romania, Croatia, Albania, Hungary, North Macedonia, Montenegro, and Turkiye.

Of course, everyone understands that this is a great success, a success that belongs not only to the Georgian Dream government, but to all of Georgia and the Georgian people. This success is even more significant and commendable against the backdrop that our political team and country achieved this success amid absurd accusations from Eurobureaucracy and crisis, and you well remember the internal turbulence, to put it mildly.

In addition, the results of this study prove in black and white what we have been openly discussing for quite some time: that the European Union, unfortunately, has double standards toward Georgia. On one hand, European bureaucracy controlled by the Deep State, including their local representatives in Georgia, speak about democracy’s regression and the country’s near collapse, and do everything to discredit the ruling political team and halt Georgia’s European integration process. On the other hand, based on solid, objective criteria, the European Commission-commissioned Good Governance 2025 Report clearly shows the progress that Georgia has achieved under the Georgian Dream government.

To put it more simply, everywhere that Georgia’s progress is assessed based on real data and analysis, our country is among the leaders not only among EU candidate countries, but ahead of many EU and North Atlantic Alliance member countries.

As soon as the political component, that is, Deep State-controlled Eurobureaucracy, gets involved, talk begins about democracy’s regression in Georgia, which is, of course, complete absurdity. Today’s European Commission-commissioned report, which I also presented, confirms this.

Society remembers how we were refused candidate status, then they published an assessment report where Georgia was leading based on an objective criteria-based scoring system and significantly ahead of, for example, status-granted Moldova and Bosnia. There are no arguments against Georgia as the most reliable partner on the path toward EU membership, but as you see and as it appears, this does not serve the interests of the Deep State and Eurobureaucracy.

It should also be emphasised that despite Georgia clearly fulfilling its obligations and experiencing progress in all directions, the Deep State and Eurobureaucracy actually set completely different demands and criteria for Georgia, demands that are harmful to our state interests, completely unacceptable, and incompatible with Georgian identity.

We emphasise once again that when unjust political interest emerges in the European Commission, they attack Georgia there and thereby feed their local agents, while when they reason based on objective data and criteria, they must acknowledge that Georgia is leading in the entire region, and its progress both democratically and economically is impressive. We also act precisely this way, in the interests of Georgia and the Georgian people in the future,” Mdinaradze declared.
