“Tbilisi’s 2026 budget is being increased and will total 2,506,978,300 lari,” Mayor Kakha Kaladze announced at a municipal government meeting.
According to the Mayor of Tbilisi, the proposed amendment to the Tbilisi City Council’s resolution of December 23, 2025, titled “On Approving the Tbilisi Municipality’s 2026 Budget,” will allocate an additional 296,420,100 lari to the city’s approved budget.
“This year, the capital has an unprecedented budget with which we have planned to implement numerous significant projects. However, we said from the outset that the budget would continue to grow. During the current month, an amendment has already been made to the relevant resolution of the Tbilisi City Council, adding last year’s surplus of 17 million lari to the capital’s approved 2026 budget. Now, another amendment is being made to the City Council’s resolution of December 23, 2025, ‘On Approving Tbilisi Municipality’s 2026 Budget’, specifically taking into account the transitional surplus existing in the municipality’s budget accounts as of January 1, 2026, revenues received in excess of income in 2025 totalling 273,860,100 lari, and expected projections for the current year.
According to this amendment, the section on grants indicates an increase of 22,560,000 lari in other capital grants from the state budget. Consequently, under the proposed project, the overall budget will rise by 296,420,100 lari, bringing the total to 2,506,978,300 lari,” stated Kakha Kaladze.
According to his information, taking into account this amendment, allocations have been redistributed to the following priorities: construction and rehabilitation of transport infrastructure – 68,292,800 lari; construction and operation of infrastructure facilities and reinforcement/replacement of emergency buildings – 123,719,200 lari; maintenance and improvement of environmental conditions – 15,742,500 lari; promotion of economic development – 349,000 lari; development of homeowners’ associations – 6,411,300 lari; healthcare and social welfare – 7,847,700 lari; education – 51,209,800 lari; culture, sport and youth – 18,182,400 lari; public order and security – 3,361,500 lari; Tbilisi’s representative and executive bodies – 1,303,900 lari.
Kakha Kaladze further elaborated that the ongoing projects will proceed as planned, including the comprehensive rehabilitation of Sulkhan Saba and Ingorokva Streets in the historic districts, as well as the renovation of the existing buildings in the area.
“The proposed projects include the modernisation of 14 metro carriages – 18 million lari; the commencement of rehabilitation works at the Nadzaladevi depot – 5 million lari; the construction and rehabilitation of four nursery schools – 11.4 million lari; the purchase of emergency houses situated within the cultural heritage protection zone – 10 million lari; the rehabilitation of Kakabadze Brothers Street in the Mtatsminda district – 4 million lari; and a lung screening programme – 3 million lari.

Large infrastructure projects inevitably bring a certain degree of disruption, but all of these efforts are for the benefit of the city and its residents.
