Tbilisi Sakrebulo establishes new municipal council to champion women’s and children’s rights

The Tbilisi Sakrebulo (City Council), by a decisive vote, has established a new municipal council focused on advancing women’s and children’s issues within the capital. The resolution received unwavering support from an overwhelming majority of council members.

Deputy Chair of the Tbilisi Sakrebulo, Tinatin Nibloshvili, will lead the new council.

“The Municipal Council on Women and Children’s Issues aims to systematically address matters related to the protection of rights and the promotion of equality for women and children in the capital. It will facilitate coordination with the Inter-agency Commission on Substantive Equality of Women and Men, Violence against Women, and Domestic Violence, established by the Government of Georgia,” Nibloshvili stated during the council’s inaugural meeting.

She emphasized that the council operates by the Local Self-Government Code, the Law of Georgia on Equality between Women and Men, the Code of Children’s Rights, as well as the Constitution of Georgia, the Convention on the Rights of the Child, the Convention on the Elimination of All Forms of Discrimination against Women, and other international treaties ratified by Georgia. The activities are also guided by the municipality’s regulations and legal frameworks.

“The primary goal of the council is to safeguard the rights of women and children, promote gender equality, assess community needs, develop targeted action plans, monitor municipal and state programs, analyse legal acts adopted by municipal bodies, and formulate proposals and recommendations. These will be submitted to the Inter-agency Commission on Gender Equality, Violence Against Women, and Domestic Violence established by the Government of Georgia. Additionally, the council aims to raise public awareness and foster a culture of equality,” Nibloshvili explained.

The council will comprise members of the Tbilisi Sakrebulo, representatives from various municipal departments, and members of the private sector, non-governmental organisations, independent experts, and specialists when necessary.

This new initiative replaces the previous Gender Equality Council, whose authority was officially abolished by a resolution passed in July 2025.
