SSSG: Operational measures taken to prevent threats arising from so-called soft power
The State Security Service of Georgia (SSSG) said in its 2025 annual report that last year, Georgia’s security environment was significantly negatively impacted by the so-called soft power policies of certain countries and their attempts to implement them.
According to the SSSG, special services of foreign countries attempted to actively utilize the capabilities of political and scientific circles, non-governmental, religious, diaspora and private commercial organizations, educational institutions and foundations operating in their own countries.
The SSSG noted that through these organizations, interested states attempted to establish tight contacts with loyal citizens, students, civil activists, experts, political analysts, and representatives of culture sphere and the business sector.
The State Security Service observed attempts to involve youngsters in various projects to “engage them in their ideological propaganda and use them in their interests.”
The document reads that the so-called mild power monitored the Georgian economic processes. The SSSG said it observed certain activities of businesspersons operating abroad and the employment of foreign nationals.
The SSSG noted that it conducted preventive measures to reduce terrorism threats. “Officers of the Counter-Terrorism Centre, in coordination with the Ministry of Internal Affairs, detained two foreign nationals. One of the detained individuals, through several countries, imported 2.4. kilograms of explosive Hexogen hidden in the car,” reads the report.
In the direction of conducting covert operations, one of the tools of destructive activities against Georgia by individual countries was attempts to incite separatism and nationalism, support for separatist forces and the implementation of anti-Georgian actions through them. Such activities included attempts by certain forces to engage in political processes and create a political organization, as well as organize meetings with individual political figures to implement their own plans.
“Certain individuals and forces have been engaged in certain activities in public space and on social networks, in particular, statements containing separatist propaganda were being disseminated,” reads the document.
