Speaker hopes Court to confirm violation of Constitution by President

Georgian Parliament Speaker Shalva Papuashvili said he hopes that the Constitutional Court will confirm the violation of the Constitution by President Salome Zourabichvili.

According to the Speaker, the court ruling will be significant since it will be “the final verdict on the president’s behaviour.”

The Speaker remarked that the ruling Georgian Dream party has been presenting the “depth of the case” in arguments and explanations for three days.

Shalva Papuashvili noted that if the case proceeded in the parliament, he had “no hope” that the opposition would support it.

“We said that without a prior guarantee, the President of Georgia would not have violated the Constitution so grossly. Therefore, we have no hope that the opposition will support the impeachment. At the same time, we hope that at least some honesty works and maybe, it decides the issue,” he said.

Answering the question about alleged consultations with the United National Movement (UNM) or other opposition parties to gain votes, the Speaker responded that it was “conspiracy theories.”

“No negotiations are underway. From the very beginning, when we started the impeachment process, we said that it would not have majority support in the parliament, and it is not decisive. The current president has one year left. What is decisive is the official court verdict, from which the President of Georgia will not be able to escape. Hopefully, she will not violate the court’s decision again,” he said.

The ruling Georgian Dream party decided to impeach President Salome Zourabichvili for violation of the Constitution by travelling to European Union countries without the government’s permission.
