The so-called informal supervisors move around freely in prisons, enter cells, and in general, resolve problems, – Public Defender Nino Lomjaria told reporters in parliament, where arrived to present a special report to the Human Rights Committee on the situation in penitentiary institutions.

As Nino Lomjaria noted, the problem could not be denied even by the Ministry of Justice as there is an official correspondence confirming the above.

“The European Committee for the Prevention of Torture (CPT) very loudly confirmed in a report last year that the so-called informal supervisors really exist in one of the penitentiary institutions (establishment No 15). However, we selected the four largest semi-open and closed institutions in Georgia and our monitoring group found informal supervisors both in semi-open and closed institutions.

Informal supervisors move around freely, enter cells, and in general, resolve problems. They tell prisoners not to file complaints and that they will solve problems for them. Prisoners are subjected to coercion, harassment, isolation. We remember three cases when prisoners died in similar conflicts in 2013, 2014, 2015,” Lomjaria said.
