Prime Minister Irakli Kobakhidze has submitted his annual report to Parliament in written form during today’s bureau session.

The document spans 158 pages, which the Prime Minister will discuss during his appearance before the legislative body on June 27.

The report indicates that last year, the Government of Georgia continued to make steady progress in establishing an effective, accountable, and transparent system of state governance. Key focus areas included improving human resource management, enhancing the delivery of public services, and ongoing efforts to strengthen electronic governance systems.

According to the government, significant steps were taken in land registration, digital identification, data exchange, and infrastructure development aimed at improving service quality and enhancing citizens’ access to public services.

“The Government of Georgia once again declared the strengthening of human rights protection as one of the country’s most important priorities. This direction was based on real steps and reforms, which helped further consolidate democratic governance and strengthen the institutional system for human rights protection. Implementation of the 2022-2030 Human Rights Protection Strategy continued actively,” the document states.

The report notes that a working version of the National Security Concept was created, which is regularly updated, considering that the security environment frequently changes.

“Many significant steps were taken in the direction of security and law enforcement. Georgia’s Law on Creating a DNA Database was approved, which will significantly contribute to crime prevention and investigation.

Legislative changes were implemented in the migration sphere to improve the asylum system and combat illegal migration. Police reform is proceeding successfully, within which the law enforcement officer service created in Tbilisi, Batumi, and Rustavi is functioning successfully,” the report states.

The document addresses global politics, noting that despite ongoing international geopolitical tensions, the Government of Georgia remains steadfast in implementing the strategic objectives outlined in its national program. It continues to steer the country along a path of peaceful, sustainable, and inclusive development.

“Reasonable economic policy, structural reforms, and high macroeconomic discipline made it possible to effectively overcome external shocks and maintain high rates of economic growth. In the post-pandemic period, specifically in 2021-2024, the country’s average economic growth was 9.7%, while in 2024, it equalled 9.4%, making Georgia one of the world’s fastest-growing economies. Economic growth is supported by both strengthening domestic consumption and growth in service exports – including significant increases in revenues from tourism and the transport sector.

According to preliminary data, 2025 also began with strong economic activity – average growth in the first quarter was 9.3%. Simultaneously, low inflation was maintained, which averaged 1.1% in 2024. Inflation stability, based on productivity growth and reasonable fiscal-financial policy, became one of the main symbols of the country’s economic sustainability. Economic dynamics were directly reflected in the labour market. In 2024, the unemployment rate decreased to a record low of 13.9%, while the number of employed reached a historical maximum of 1.4 million,” the document notes.

The Prime Minister’s annual report discusses healthcare. Specifically, it states that from 2013 to the present, following the activation of the Universal Healthcare Program, the Government of Georgia has been actively working to ensure quality and accessible medical services.

“95% of the population is already covered by the program, while state healthcare expenditures increased by 323% compared to 2012. This significantly reduced patients’ financial burden, and the share of out-of-pocket payments decreased from 73% to 41%. The government continues to enhance social protection measures, with pension increases aligned to the indexation principle—resulting in a GEL 35 rise in 2025. Additionally, the state maintains targeted support for vulnerable groups, including residents of highland regions and children, ensuring further assistance to those in need.

During the reporting period, reforms were carried out across all levels of education to enhance accessibility, quality, and equality. These efforts included refining standards in preschool, general, vocational, and higher education systems, increasing school autonomy, and strengthening assessment mechanisms. Additionally, bilingual programs were extensively implemented to support ethnic minorities, promoting inclusive and culturally responsive education,” the report states.

The report highlights the ongoing active development of infrastructure projects and mentions an increase in teacher salaries. It also outlines plans for higher education institutions to implement a results-based funding model and enhance the quality management system, aiming to improve overall educational standards.

The document also focuses attention on the occupation of Georgia’s territories. The report notes that Georgia’s government actively continued efforts to ensure the country’s territorial integrity and deoccupation to resolve the conflict through peaceful means.

“During the reporting period, all possible diplomatic and legal instruments were used to gain international support for the implementation of the 2008 ceasefire agreement and to prevent illegal annexation by the Russian Federation. Special attention was paid to facilitating the return of refugees and internally displaced persons, protecting human rights, and reconciliation and trust-building among the population divided by the occupation line.

Significant progress has been made in enhancing the capabilities of the defence forces, strengthening institutions, and expanding international cooperation. Under the Total Defence Concept, national resilience was bolstered through the organization of territorial defence and resistance initiatives. The review of strategic defence documents and the implementation of a comprehensive risk management system are ongoing. Efforts to augment anti-armour, air defence, artillery, intelligence, and engineering capabilities continue, alongside the modernization of airspace management systems and the integration of NATO-standard armaments to ensure a more robust national defence. Georgia’s Defence Forces actively participate in NATO programs and international military exercises,” the report states.
