Parliament adopts amendments to Law on Grants in third reading
The Parliament of Georgia has adopted, in its third reading, a legislative package on amendments to the Law on Grants with 81 votes in favor.
The key provisions of the amendments were presented to MPs by Maia Bitadze, Chair of the Environmental Protection and Natural Resources Committee.
Under the adopted changes, the state-owned enterprise JSC Georgian Energy Development Fund, registered in Georgia, is defined as a grant-giving entity. In addition, the same fund is added to the list of eligible grant recipients. The amendments also establish that funds allocated to the organization for the implementation of its statutory objectives may be considered grants.
The legislative package further regulates the procedure for obtaining consent to issue grants and for submitting the relevant documentation in cases where the Georgian Energy Development Fund receives grants.
In 2025, the Georgian Energy Development Fund obtained accreditation from the Green Climate Fund. The Green Climate Fund is the financial mechanism of the UN Framework Convention on Climate Change and finances projects related to climate change mitigation and adaptation in various countries. It is considered one of Georgia’s key partners in advancing climate action and developing a green economy.
