New law granting administrative fine waivers for outstanding pension contributions comes into force

The Law of Georgia on Exemption from Administrative Penalties has officially entered into force, offering a one-off relief measure to support businesses facing overdue fines linked to non-compliance with pension contributions.

Under the new legislation, employers will receive a full waiver of administrative fines provided they settle all outstanding pension principal contributions and accrued interest in full by 31 December 2026, the Pension Fund of Georgia announced.

The waiver applies to unpaid administrative penalties imposed before 18 September 2026 that stem from unfulfilled pension obligations incurred after 1 May 2025.

“On 15 October 2026, provisions of the Law on Funded Pensions setting the fine for failure to make pension contributions at 300 GEL will also take effect. From that date onwards, if an employer is fined but pays the full pension contribution and unearned interest within 10 working days of the penalty being issued, the obligation to pay the fine will be cancelled,” the Pension Fund stated.

The law also mandates a temporary freeze on administrative enforcement proceedings and case reviews through 31 December 2026. During this amnesty period, the National Bureau of Enforcement will suspend active enforcement actions, and the Pension Fund will refrain from referring new decisions for execution. However, officials emphasised that suspending proceedings does not freeze the ongoing accumulation of late-payment interest on unpaid principal contributions.

Employers do not need to file additional applications or formal requests to qualify. Relief will be applied automatically to all businesses that meet the statutory repayment criteria.

From 15 October 2026, administrative penalty notices will be accessible via both the Pension Fund and Revenue Service electronic portals. Employers can verify outstanding balances and obligations at www.pensions.ge or contact the Pension Fund hotline on 14 80.
