Ministry of Justice: Georgia receives top marks again this year in fight against human trafficking

“Georgia receives the highest rating once again this year in the fight against human trafficking,” Georgia’s Ministry of Justice said in a statement.

According to the Ministry, Georgia pays considerable attention to effectively combating human trafficking.

“On September 29, 2025, the U.S. Department of State published its annual 2025 Trafficking in Persons Report, according to which Georgia remains at the highest tier for measures taken against this crime and, for the tenth consecutive year, maintains its place in the so-called Tier 1 amongst 188 countries worldwide.

This year, only 33 countries achieved a place in the highest tier. Georgia is once again the only country in the region and amongst EU candidate states to hold the U.S. State Department’s highest rating. It is worth noting that 11 actual EU member states failed to reach the top tier.

Georgia pays considerable attention to effectively combating human trafficking, which is also a significant part of Georgia’s EU integration process and, in terms of fighting transnational organised crime, creates a safe and secure environment in the country and region.

According to the U.S. State Department report, Georgia fully meets the standards for combating organised crime and continues to implement robust, sustained, and coordinated measures in the fight against trafficking, which has earned the country its highest rating.

The U.S. State Department report emphasises the Georgian Government’s strengthened efforts across all areas of combating human trafficking in crime prevention, as well as in identifying and punishing perpetrators and protecting victims. Georgia’s leading position in the report and the progress achieved during the reporting period are the result of effective work by the Inter-Agency Coordination Council implementing measures against human trafficking.

Georgia’s Minister of Justice chairs the Council and includes representatives from all relevant state agencies, the Public Defender’s Office and partner organisations,” the Ministry of Justice stated.

The U.S. Department of State has published its 2025 Trafficking in Persons Report, which covers Georgia. According to the report, the Georgian Government meets the standards required to eliminate human trafficking, and due to the Government’s sustained efforts, Georgia has remained at Tier 1.
