Georgian Government updates military enlistment rules and call-up notification protocols
The Government of Georgia has amended the official procedures governing military enlistment and draft notices, according to a decree published in the Legislative Herald of Georgia (Sakanonmdeblo Matsne).
Under the new regulations, if a call-up notice for military registration cannot be delivered directly, the document will be published on the official website of the LEPL National Military Enlistment and Recruitment Agency. It will be legally deemed delivered on the seventh calendar day following its online publication.
Furthermore, individuals are required to report to the relevant structural unit of the Agency within 10 calendar days from the date the military registration call-up notice is officially deemed served.
“If an individual refuses to accept the notification or call-up notice, a corresponding note shall be marked on the document and returned to the Agency. In such instances, the notification or call-up notice shall be considered delivered.
A notification or call-up notice summoning an individual shall likewise be deemed delivered if an adult family member of the person subject to military registration accepts the notice or refuses to accept it. In the event of refusal to accept the notification or call-up notice, an appropriate notation shall be made on the document and returned to the Agency.
If a call-up notice for military registration cannot be served through the methods defined under sub-paragraphs ‘a’ through ‘c’ of paragraph 1 of this Article, or if no confirmation is received within two working days via short text message (SMS) or email, or if postal delivery proves impossible, the Agency shall publish the summons notice on its official website no later than the second working day. The notice shall be deemed delivered on the seventh calendar day following publication. In this scenario, the individual is bound to report to the corresponding structural unit of the Agency within 10 calendar days from the official deeming of service,” the government decree reads.
