Gov't decides not to issue in-patient care permits to facilities operated in residential buildings

Draft Government Decree on the Amendments to Government Decree N385 on the Adoption of Rules for Licensing of Healthcare Facilities and Award of Permits to In-Patient Care Institutions, along with their Terms and Conditions dated 17th December 2010 was among the agenda items discussed at the Executive Government Meeting.

In line with the proposed amendments, terms and conditions of permits to be awarded to in-patient care institutions were discussed for the improvement of the quality of medical care by the Ministry of Health.

Proposed amendments are aimed at ensuring the safety and security of patients, improvement of the permit framework for in-patient care institutions, compliance with internationally recognized standards of quality of healthcare services.

In line with the new terms and conditions, no permits will be issued to in-patient care institutions if and when they operate within residential blocks; also, a healthcare facility should apply for a permit to perform surgeries to the Medical and Pharmaceutical Activities Regulation Agency, which will scrutinize the compliance of the applicant with the pre-defined terms and conditions on spot and make a relevant decision.

Healthcare facilities that are already performing surgeries, will be obliged to comply with the new terms and conditions of permits proposed by the Ministry of Health by September 1, 2023. Also, medical personnel performing surgeries at healthcare facilities are obliged to be engaged in the lifelong medical education system.

Terms and conditions for awarding permits for performing surgeries have been updated by taking into account the recommendations shared by international professional associations of healthcare.
