Gov't Administration Head: Georgia’s strong showing in Chandler Institute ranking reflects post-2012 reforms
Georgia’s performance in the cost-effectiveness ranking of the Chandler Institute’s 2025 Good Government Report is linked to the reforms implemented in the country since 2012, said Levan Zhorzholiani, Head of the Government Administration.
According to Zhorzholiani, the report focuses on two key sectors — education and healthcare.
The 2025 Good Government Report published by the Chandler Institute places Georgia 14th in Europe in terms of cost-effectiveness, ahead of 25 countries from the European Union, NATO, and the Schengen Area.
The ranking is based on data and research from international organizations, including the United Nations, World Bank, International Monetary Fund, and the World Health Organization.
“The study evaluates how effectively countries use public spending in education and healthcare. It assesses indicators such as per-capita spending in these sectors, literacy rates, average life expectancy, and survival rates. We link Georgia’s strong performance to the healthcare reforms implemented since 2012,” Zhorzholiani stated.
He emphasized that government programs — including universal healthcare and targeted social initiatives — are aimed at improving public health outcomes and increasing life expectancy, a trend reflected in the growing number of pensioners.
Regarding education, Zhorzholiani noted that further progress is planned.
“We should not stop here. A comprehensive reform of general and higher education is planned, focusing on two main directions: improving infrastructure and, most importantly, enhancing the quality of education. We believe Georgia will achieve even better results in future assessments,” he added.
