Georgia has climbed into the top five European nations for public trust in national government, according to the latest Eurobarometer survey conducted on behalf of the European Commission across nearly 40 countries.

The 2025 data shows that 54.1% of respondents in Georgia trust their government, placing the country fifth overall behind Luxembourg, Denmark, Montenegro, and Austria. This marks a notable improvement from the 2024 evaluation, when Georgia stood eighth, tied with Ireland on 47%.

Luxembourg tops the 2025 trust table with 79.9%, followed by Denmark (68.5%), Montenegro (60.8%), Austria (57.9%), and Georgia (54.1%).

At the bottom of the table are five European states: the Netherlands (29.4%), Bosnia and Herzegovina (29.3%), France (24.2%), Greece (24.1%), and Slovenia (21.7%).

The Eurobarometer survey is one of 35 data sources incorporated into the World Bank’s Worldwide Governance Indicators (WGI) project, which has evaluated six key dimensions of governance across more than 200 countries and territories since 1996.

As the official polling instrument of EU institutions, including the European Commission and the European Parliament, Eurobarometer conducts biannual surveys via face-to-face, telephone, or online interviews using nationally representative sampling to monitor public opinion on EU affairs and broader socio-political attitudes.

The World Bank notes on its portal that the Worldwide Governance Indicators consist of perception-based datasets intended primarily for academic research and public policy analysis.
