Tbilisi Mayor urges citizens to refrain from illegal construction

Tbilisi Mayor Kakha Kaladze urged citizens to obey the law and consult the appropriate city hall departments for permits before planning any construction. As he announced at today’s municipal government meeting, the Tbilisi Municipal Inspection operates 24 hours a day to identify and respond to unauthorised construction under the current legislation.

“This was one of the serious challenges that remains a problem today. This year, the inspection has already halted 118 illegal construction projects, including those on state and municipal properties. In such cases, violators are fined GEL 50,000 for the first offence, while repeated non-compliance with the law carries criminal liability. Additionally, the inspection is authorised to demolish illegally constructed buildings,” said Kakha Kaladze.

He added that the legislation regarding illegal construction in the city has been tightened since 2019, with increased financial sanctions and criminal liability for non-compliance with construction suspension orders and continuing work.

“We urge everyone to obey the law and apply to the relevant city hall departments for permits before planning construction,” the Mayor stated, adding that “the era when illegal construction took place on sites meant for parks and sports fields has ended.”

“We are not restricting anyone from building, but this must be a proper, well-regulated process from urban planning and development perspectives. Obtain permits properly,” Kakha Kaladze stated.

Tbilisi Mayor concluded: “Recreational spaces must remain for the city, for future generations, for our children.”
