Prosecutor's Office files criminal charges against 5 former employees of MIA

The Prosecutor’s Office of Georgia has filed criminal charges against 5 former employees of Ministry of Internal Affairs (MIA) for abuse of power.

According to the Prosecutor’s Office, on 9 October and 18 December 2012, the European Court of Human Rights established substantial violation of Article 3 of the European Convention (prohibition of torture) in relation to the applicants in the cases of Miqiashvili v. Georgia and Dvalishvili v. Georgia.

In particular, according to the agency, the European Court found that police officers used excessive force while detaining the applicants. In addition to that, the Court found a violation of Article 3, on the basis of which, the State undertook the obligation to conduct an effective investigation. The Committee of Ministers of the Council of Europe was overseeing the execution of the decisions and the conduct of the investigation.
