PM: First article of constitutions reflects national challenges, ours begins with sovereignty

“The first article of any country’s constitution reflects its main challenge. It is noteworthy that the first article of our constitution is dedicated to state sovereignty,” stated the Georgian Prime Minister Irakli Kobakhidze during his address on Constitution Day.

According to the Prime Minister, for 70 years prior to the adoption of the 1995 Constitution and its current version, Georgia’s biggest challenge was the violation of sovereignty.

“The first article of any country’s constitution usually reflects its main challenge. For example, the first article of the German constitution is dedicated to the fundamental right to human dignity, shaped by Germany’s historical experience. In fascist Germany, human dignity was gravely violated, and in 1949 the German legislator enshrined its protection as the very first article.

In our case, the first article of the Georgian Constitution is devoted to state sovereignty. It begins with the words – state sovereignty. This is also rooted in our history: for 70 years, until the adoption of the 1995 Constitution and its current version, Georgia’s greatest challenge was the violation of its sovereignty. It is therefore logical that sovereignty stands as the first principle of our Constitution.

This challenge remains relevant today, and I am glad that the Constitution continues to be the strongest guarantor of Georgia’s sovereignty. We must protect both the Constitution and our state sovereignty, and I am confident that for many years, and hopefully centuries, our Constitution will remain a steadfast defender of Georgia’s independence.
