Ombudsman urges lawful conduct from Police and protesters on November 24
The Public Defender of Georgia has issued a statement regarding the planned protest rallies in Tbilisi on November 24, emphasizing the need for both law enforcement and rally participants to adhere to legal and constitutional principles.
The Public Defender highlighted that the right to peaceful assembly and demonstration is a fundamental human right, protected by Georgia’s Constitution and international agreements. The statement called on law enforcement to act within the bounds of the law, ensuring that any use of force is necessary, proportional, and preceded by warnings.
“Law enforcement should not exceed their legal powers, use force against peaceful participants, or interfere with their constitutional rights. Protest participants should also be given reasonable time to comply with lawful police requests when necessary,” the statement read.
The Public Defender also stressed the importance of protecting journalists during the rallies and ensuring their safety. Rally organizers and participants were urged to maintain a peaceful assembly without exceeding legal limits.
Representatives from the Public Defender’s Office will monitor the rallies and respond to any incidents as required.
