MIA names former Prosecutor General Partskhaladze as organiser of businessman Jangveladze’s murder
The Ministry of Internal Affairs of Georgia has named former Prosecutor General Otar Partskhaladze as the organizer of the murder of businessman Levan Jangveladze.
Deputy Minister of Internal Affairs Aleksandre Darakhvelidze announced at a briefing, stating that the investigation into Jangveladze’s murder has been fully resolved.
According to Darakhvelidze, evidence obtained through hundreds of investigative actions has identified the leader of the organized criminal group responsible for the contract killing carried out for financial gain. Based on the collected evidence, the Prosecutor General’s Office has issued a resolution charging Otar Romanov Partskhaladze as a defendant.
“The investigation established that members of the criminal group, led by Otar Partskhaladze and his trusted associates—brothers David and Giorgi Mikadze—had long-standing business-related conflicts with Levan Jangveladze. These disagreements eventually led to the organization of the murder on order and for financial gain.
According to investigators, Otar Partskhaladze directed the premeditated murder. On his instructions, David and Giorgi Mikadze contacted their associate Giorgi Jokhadze and entrusted him with organizing the execution of the crime. Jokhadze, in turn, recruited his former bodyguard, Gela Udzilauri.
The criminal group obtained precise information about the time and route of Jangveladze’s arrival in Georgia. On March 14, 2025, acting on order and in exchange for payment, Gela Udzilauri fatally shot Levan Jangveladze on Chavchavadze Avenue in Tbilisi. Jangveladze’s companion was also wounded by the same firearm.
Numerous investigative and procedural actions were carried out in the case, including dozens of forensic examinations, witness interviews, and the seizure of material evidence. Authorities state that, taking into account the specifics of such crimes, irrefutable evidence has been obtained implicating both the organizer and members of the criminal group.
The direct perpetrator, Gela Udzilauri, was arrested shortly after the murder. On October 24, the court found him guilty and sentenced him to life imprisonment.
Giorgi Mikadze, Davit Mikadze, Giorgi Jokhadze, Mamuka Baghdavadze, and Giorgi Kachkachashvili have been declared wanted. Sandro Tsivtsivadze—under whose name the murder weapon was previously registered—has also been detained. Substantive hearings against the detained defendants are currently underway at the Tbilisi City Court.
As for Otar Romanov Partskhaladze, he has been charged under Article 25/109, Subsection “N” of the Criminal Code of Georgia for organizing a premeditated murder on order and for personal gain, an offense punishable by 16 to 20 years’ imprisonment or life imprisonment.
The prosecution will apply to the court to impose pretrial detention on Partskhaladze within the legally established timeframe and will initiate an international search for him,” Darakhvelidze said.
