The Ministry of Foreign Affairs Human Resources Management Department will take control of diplomatic training functions previously handled by the LEPL Levan Mikeladze Diplomatic Training and Research Institute, following recent amendments to the Law on Consular Activities.
Under the new legislation, the previous requirement for consular appointments has been streamlined. Previously, candidates needed to complete specialized training through the Levan Mikeladze Institute and obtain its certificate. Now, they must complete a training program and receive certification approved directly by the Minister’s order.
The amendments remove the Levan Mikeladze Diplomatic Training and Research Institute from the legal framework entirely. The Institute had been responsible for conducting Minister-approved specialized training programs and issuing corresponding certificates to diplomatic personnel. These responsibilities will now transfer to the Ministry’s Human Resources Management Department.
According to the draft law’s explanatory notes, the Ministry plans to complete this reform by adopting a new organizational structure and modifying its institutional arrangements. Once the restructuring concludes, the Human Resources Management Department will serve as the designated unit responsible for organizing specialized training programs and issuing relevant certificates to diplomatic staff.
