Gov't tables draft legislation to add new norms to values/principles of diplomatic service
The government-prepared draft legislation adds several significant changes to diplomatic service regulations:
Diplomatic officials (except state-political appointees and certain specified positions) and administrative staff will now be evaluated at least twice per year, rather than the current once-yearly assessment.
The amendments also introduce new grounds for early termination of rotational diplomatic assignments. Diplomats may be recalled if they violate ethical and behavioral standards that could damage national interests or Georgia’s image. Actions contradicting Parliament-defined foreign policy directions or ministry interests will also become grounds for recall.
Additionally, diplomats recalled from long-term assignments due to violations of ethical and behavioral standards will be added to the diplomatic service reserve list.
The draft law also extends the possible rotation period extension for heads of diplomatic missions, diplomatic officials, and administrative personnel to one year, up from the current six months.
