Gov't Administration Head: Government efficiency efforts saves 300 million GEL
The Government Administration has saved approximately 300 million GEL in six months thanks to reforms implemented by the Procurement Department and the Government Administration Efficiency Department, Head of the Government Administration Levan Zhorzholiani announced.
Established in the second half of 2025, the Efficiency Department, along with a reformed Procurement Service, introduced key innovations, including a market research element in procurement processes.
“Previously, the government administration only approved purchases of cars, computer equipment, and furniture. Now, construction projects and their supervision are also included, with preliminary agreement required before tenders are announced. The Ministry of Infrastructure alone manages a budget of around 4 billion GEL, and additional items such as work uniforms are now also included under the approval process.
As a result of the work by the Procurement Department and the Efficiency Department of the Government Administration, savings of up to 300 million GEL were achieved in just six months.
The administration is also spearheading wider reforms, including the creation of a centralized procurement body, which is set to launch on June 1, 2026. In collaboration with the Ministry of Infrastructure, the concept of the “White List” has been updated, and special regulations have been fully reformed.
From January 1, the MRS system, an electronic module for market research, was launched. In addition, a reform of construction pricing has been initiated to address challenges faced by both construction companies and state procurement organizations,” Zhorzholiani said.
Zhorzholiani emphasized that these reforms aim to increase efficiency, enhance transparency, and strengthen anti-corruption measures. Additional initiatives and proposals will be submitted to Parliament during the spring session of 2026.
