Georgia's Foreign Ministry welcomes adoption of CoE Secretary General's 32nd consolidated report

On November 18, 2025, the Committee of Deputies of the Council of Europe convened to review the Secretary General’s 32nd Consolidated Report on the conflict in Georgia.

According to the Foreign Ministry, the meeting was attended by Deputy Foreign Minister Lasha Darsalia.

“The Secretary General’s 32nd report describes the grave situation concerning security, human rights and humanitarian matters in Georgia’s regions occupied by Russia and along the occupation line. The report is adopted twice yearly and reflects events and developments in the occupied territories during the period from April to September 2025.

The Council of Europe’s Secretary General, Alain Berset, presented the 32nd consolidated report. He expressed firm support for Georgia’s sovereignty and territorial integrity. Alain Berset confirmed that the Council of Europe would continue its activities within its mandate, including the practice of adopting consolidated reports.

Deputy Foreign Minister Lasha Darsalia addressed the meeting participants. The Deputy Minister thanked the Council of Europe’s Secretary General and the Committee of Ministers for adopting the consolidated report and emphasised that this once again confirms the relevance of the issue on the Council of Europe’s agenda,” states the information released by the Foreign Ministry.

According to the ministry, it welcomes the adoption of the Secretary General’s 32nd Consolidated Report.

“Lasha Darsalia provided meeting participants with information about the situation in the occupied territories during the reporting period, Russia’s violation of the August 12, 2008, ceasefire agreement, and Russia’s strengthening of effective control over Georgia’s territory. The Georgian side sharply raised the issue of the grave security, humanitarian and human rights situation in the occupied regions, as well as the destructive actions of the occupation regimes.

Concern was expressed regarding recent unlawful actions. The importance of the return of internally displaced persons and refugees from the occupied territories to their own homes was underlined. Lasha Darsalia drew attention to the decisions of the European Court of Human Rights, which confirm Russia’s occupation and effective control of Georgia’s regions, and emphasised the importance of implementing these decisions. The Deputy Minister also addressed the dynamics of the 65th round of Geneva International Discussions (GID).

In conclusion, he reaffirmed the Georgian Government’s commitment to a policy of peaceful conflict resolution.
