MP Machavariani: Oppositional foreign agents and wealthy NGOs are enemies of Georgia; Georgian Dream is the sole guarantor of peace

“In my previous posts, I used facts and arguments to remind the public in detail of the subversion committed against our country and society by the foreign-agent opposition, wealthy NGOs, and their ultra-left, pseudo-liberal activists. Today, I will provide a chronological reminder of these actors’ attempts to orchestrate revolutions and their efforts to destabilise the country artificially,” MP Levan Machavariani, a member of Georgian Dream, wrote on social media.

According to Machavariani, the escalation of these processes began in late 2020, ahead of the Russia-Ukraine war, driven by foreign handlers seeking to bring an obedient administration to power in Tbilisi.

“Naturally, the foreign handlers of these radicals were already aware of the impending war and were rushing to install their proxy network in government, ensuring Georgia could be used as a proxy state once hostilities broke out.

After the Georgian people defeated these foreign agents yet again in the 2020 parliamentary elections, their informal oligarchic handlers brought USAID into play. USAID, in turn, instructed the funded NGO ISFED to rig the parallel vote tabulation results. This manipulation was intended to trigger an artificial radicalisation of events. The saboteurs took to the streets and attempted to storm the Central Election Commission (CEC), while the foreign-agent parties declared a boycott and demanded snap elections, engineering an artificial crisis.

In reality, this marked the beginning of a continuous campaign to destabilise our country on a completely different scale, one that now involves the open and brazen interference of the foreign agents’ external handlers,” Machavariani wrote.

Machavariani went on to say, “To exacerbate the artificial crisis, Gakharia resigned from his post on the instructions of several local ‘supervisors’ acting on behalf of the foreign agents’ external handlers. Gakharia carried out these instructions from the ambassadors for a couple of reasons: the maximum objective was the collapse of the government, while the minimum objective was for Gakharia to return to politics a few months later to siphon voters away from Georgian Dream.

Ten days after Gakharia’s resignation, Charles Michel arrived in Georgia. The resulting mediated agreement introduced a clause regarding a 43% threshold, an arbitrary barrier which, if Georgian Dream failed to clear it in the local elections, would trigger snap elections. This was precisely the election Gakharia was needed for. He was brought back into politics a few months prior and began spreading rumours that he was Bidzina Ivanishvili’s political project. The aim was to split the Georgian Dream vote and prevent the party from clearing the threshold. Furthermore, to fully guarantee this year-long revolutionary plot, Ukrainian special services smuggled Saakashvili back into Georgia inside a sour cream container just two days before the elections. Lest we forget, the 2020–2021 revolutionary blueprint also involved numerous different protests along the way, including one where the foreign agents’ journalists actually took to the stage.”

The social media post continues, reading “Fortunately, the journalists failed to spark a revolution, Saakashvili never made it to Rustaveli Avenue on election day, and Gakharia failed to dupe a sufficient number of people.

Meanwhile, the Russia–Ukraine war broke out.

We faced enormous external strain and pressure. Yet, we refused behind closed doors to get dragged into the conflict. Consequently, de facto sanctions were imposed on Mr Bidzina Ivanishvili, freezing his access to a large portion of his assets. Protests were engineered from abroad following the recall of the Ukrainian ambassador, but we stood firm. We refused to impose sanctions on Russia, sanction the official deployment of volunteer fighters to Ukraine, or hand over our military hardware; in other words, we refused to enter the war. Because of this, a revolution was placed back on the agenda.

The NGOs’ revolutionary blueprint was as follows: their external handlers would have Ukraine and Moldova apply for EU candidate status. If Georgia failed to join them, a new wave of protests would be triggered, built on the narrative that the government did not want to join the EU. On the other hand, if we did apply, status would be granted to Ukraine and Moldova but denied to us. This rejection was intended to artificially escalate tensions to the point of triggering a revolution.

In early March 2022, Georgia submitted its application. By April, the training of foreign-agent parties, wealthy NGOs, and their ultra-left, pseudo-liberal activists began in preparation for the events of June. We all remember one such training session in Bakuriani, conducted by Mr Ackerman and attended by Kelly Degnan. Despite outperforming Ukraine and Moldova across every single criterion published by the European Commission, Georgia alone was left without candidate status. We remember the events of June 2022. Following in the footsteps of the journalists, NGO leaders this time took to the stage, demanding the government’s resignation and the formation of a technical government based on their own whims. Fortunately, thanks to the steadfast support of the Georgian people, this revolutionary attempt also collapsed.

Following this, during the passage of the Georgian transparency law in 2023 and 2024, Georgia twice evaded a revolution. It is noteworthy that between these two revolutionary attempts, acting on the instructions of external handlers, USAID this time brought in the CANVAS organisation to train these foreign agents. To escalate the intensity of the 2024 protests, we even saw European ministers and MEPs taking part. These actors did not shy away from making overt calls for ‘Maidanisation’. I spoke extensively and in great detail in a post published two weeks ago about the fraudulent campaign dubbed the ‘Russian law’, the violent protests staged during this scam, and the use of fascist methods to coerce parts of society into joining them.

In December 2024, these foreign agents intended to replicate the events triggered by the denial of candidate status in 2022, but with greater preparation, far more energy, and heightened aggression. Under conditions of complete coordination, Brussels was set to refuse to open accession talks with us, meaning the events of June 2022 would have repeated themselves with even greater severity in December 2024. In November, we pre-empted this by taking the initiative to decline to place the opening of talks on our agenda until 2028. This triggered so-called ‘self-organised’ protests, where we witnessed an unprecedented scale of violence. These supposedly self-organised protests turned out, of course, to be highly orchestrated. Following court-ordered searches, petrol bombs, pyrotechnics, and flammable substances, the very items used by radical groups in the violent clashes, were seized from the offices of the foreign-agent opposition and wealthy NGOs. This revolution also failed to materialise.

Long before this, these foreign agents, together with their handlers, began preparing for a revolution on 4 October 2025. A few days prior, the European Commission had even officially pledged its solidarity with the plot to overthrow the government.”

Concluding his statement, Machavariani praised the law enforcement agencies and reaffirmed the ruling party’s trajectory:

“We watched the attempted storming of the Presidential Palace live on air. Yet, as a result of the surgical precision of the operations carried out by our law enforcement agencies, this revolutionary attempt was also thwarted. Despite continuous sabotage and subversion by this network, the state and its institutions stand firm. Supported by the Georgian people, our country today enjoys a degree of independence and sovereignty unprecedented since gaining independence.

As a government, our utmost priority is to protect the interests of our country and to safeguard peace and stability during these incredibly complex times. We defend our national identity and cherish our traditions and culture. We are restoring Georgia’s historic role as a hub of global connectivity and are actively developing the infrastructure necessary to fulfil this function.

To the opposition’s foreign-agent parties, wealthy NGOs, and pseudo-liberal activists: you are enemies of Georgia. Your actions aimed at disrupting this nation are now so blatant that even a large portion of your own supporters realises that Georgian Dream, under the leadership of Bidzina Ivanishvili, is the sole guarantor of peace and stability in Georgia. And together with the Georgian people, we will remind you every single day that you owe the absolute majority of our society an apology for all this subversion and filth!” Machavariani wrote.
