Four arrested following clash between citizens and law enforcement during eviction on Tvalchrelidze Street
The National Bureau of Enforcement recently initiated an eviction at Tvalchrelidze Street No. 1, which escalated into both verbal and physical confrontations between residents and law enforcement officers.
The residents were demanding access to their apartments but were denied the opportunity to enter.
As a result of the altercation, four individuals were detained by law enforcement. According to the Ministry of Internal Affairs of Georgia, these individuals are being held under Article 173 of the Code of Administrative Offences, which pertains to disobedience to a lawful request by a law enforcement officer.
The Enforcement Bureau has issued a statement regarding the ongoing eviction at Tvalchrelidze Street No. 1. They emphasise that the buildings are fully depreciated and pose a significant risk to the health and safety of their inhabitants. This assessment is supported by a report from Samkharauli Forensic Expertise, which confirms that the load-bearing walls are damaged. There is a real danger of collapse at any moment.
The Enforcement Bureau further states, “Negotiations were underway with the creditor party, who was also prepared, together with state agencies, to discuss providing temporary housing for the illegally residing families. However, some families refused these offers.”
“The Samkharauli Expert Report confirms that the building on Tvalchrelidze Street is damaged, classified as fourth-degree damage. The structure cannot be entered or inspected without specialised equipment. People’s lives are at serious risk,” Giorgi Chapidze, a representative of Black Sea Properties, explained.
Chapidze noted that the company’s representatives met multiple times with residents who illegally occupied the apartments on Tvalchrelidze Street, but negotiations ultimately failed. Although the company has no legal obligation, they are willing to assist these residents with temporary rent. However, he pointed out that there is no consensus among the residents on this matter.
The Enforcement Bureau urges “those who entered illegally to comply with the court’s decision and accept the offered solutions. Otherwise, the Bureau will be compelled to enforce the court’s ruling.”
