According to a Eurobarometer survey, 46% of citizens across the 27 EU member states would support Georgia’s accession to the European Union if all necessary criteria are met, while 43% remain opposed.

The findings were presented today in Copenhagen during an informal meeting of EU ministers for European affairs, where the issue of EU enlargement was on the agenda.

Country-specific results reveal significant differences in attitudes toward Georgia’s membership. In Belgium, 44% of respondents expressed support, while 50% opposed. In the Czech Republic, 61% were against and 29% in favor, while in Estonia 57% supported accession and 34% opposed.

Support was strongest in Sweden (71%), followed by Lithuania and Latvia (62% each), Denmark (61%), Cyprus (58%), Slovakia and Hungary (57% each), Spain (56%), Greece (54%), the Netherlands (52%), and Portugal (51%).

However, opposition was more pronounced in several key member states. In Germany, 53% opposed Georgia’s accession while 37% supported it. In France, 48% were against compared to 36% in favor. In Italy, 49% opposed and 45% supported accession, while Austria showed the highest opposition at 64%, with only 29% in favor.

Overall, the survey found that 56% of EU citizens back further EU enlargement.

The Eurobarometer study, commissioned by the European Commission, was conducted through face-to-face interviews with over 26,300 citizens across the EU between February and June 2025.

A parallel survey was carried out in EU candidate countries. Among Eastern Neighborhood states, Georgia recorded the highest support for EU membership, with 74% of respondents in favor. In Ukraine, 68% supported membership. The survey also revealed that 49% of Ukrainians and 43% of Georgians hold a positive view of the EU.

The survey, covering Albania, Bosnia and Herzegovina, Kosovo, Georgia, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine, was conducted between May and June 2025. A sample of 1,000 respondents per country was selected through a two-stage stratified sampling method, with interviews conducted via CAPI (Computer-Assisted Personal Interviewing).
