City Hall to launch program for replacing dilapidated buildings in Tbilisi historic districts from 2026

Starting in 2026, Tbilisi will begin implementing a large-scale program to replace dilapidated buildings in the city’s historic districts, Mayor Kakha Kaladze announced at a government meeting.

According to the mayor, the initiative will be carried out only with the full consent of residents. If 100% of property owners in a given building agree, the municipality will purchase their real estate at market value, ensuring fair compensation and protection of their economic interests.

“This program is a continuation of our promise made four years ago to replace dilapidated apartment buildings. The project has already proven how citizens and the state can achieve important results through trust and cooperation,” Kaladze said.

He emphasized that deteriorating buildings in historic Tbilisi pose not only safety concerns but also threaten the city’s identity, history, and cultural heritage. The new program, developed with the initiative of Vice Mayor Giorgi Tkemaladze, is designed to provide a long-term solution.

“The freed areas will be prepared for investment in a way that preserves the city’s historic identity while also creating new development opportunities. In this way, we ensure both the safety of citizens and the preservation of the uniqueness of our historic districts,” Kaladze noted.

The program is expected to become a key step in protecting Tbilisi’s cultural heritage while promoting urban renewal.
