CEC simplifies candidate registration procedures

The Central Election Commission (CEC) adopted several important decisions today regarding the upcoming municipal elections, including resolutions on party list submissions and election documentation.

According to the CEC, the new regulations simplify the candidate registration process for political unions. Parties will now be able to submit their lists electronically, with only one copy of the required documentation. The procedure for submitting hard-copy documentation has also been eased.

“In addition, if the number of candidates on a party list exceeds the legal minimum because some candidates withdrew their registration by personal statement, this will no longer serve as a basis for canceling the list. This change helps prevent the cancellation of registered party lists,” said Giorgi Santuriani, Head of the CEC Staff/Legal Department.

The CEC resolution also specifies that if a candidate is simultaneously nominated in a local majoritarian district, the party list submitted to the relevant District Election Commission (or to the CEC in the case of Tbilisi City Council elections) must include two photographs and a duplicate registration card. For Tbilisi City Council elections, one copy of these documents will be submitted to the District Election Commission.

Another resolution adopted today allows the CEC Chairman to cancel the registration of a party in the October 4, 2025 municipal elections if: the party fails to submit a party list, mayoral candidate, or majoritarian candidate in any district; none of its submitted candidates are registered; or all of its registered candidates are later disqualified.

The same resolution also limits party representatives: a registered party may only appoint representatives to the CEC and to those election commissions where its candidates have been registered and remain valid.
