CEC clarifies party list submission rules and related updates for election participants
The Central Election Commission of Georgia issued a statement on Wednesday to clarify the rules for submitting party lists for participating parties in elections, along with related updates on this topic.
The electoral administration explains that under electoral legislation, registered parties for municipal elections have the right to submit one party list per assembly (Sakrebulo). The number of assembly membership candidates on a party list must not be fewer than 6 nor more than 45, whilst for the Tbilisi City Assembly (Tbilisi Sakrebulo), it must not be fewer than 50 nor more than 100. Registered parties must submit their party lists to the relevant district electoral commission chairperson, or the CEC chairperson in the case of Tbilisi City Assembly, no later than 30 days before election day (September 4).
According to the CEC, it is inadmissible to include the same person on different party lists.
“When submitting party lists, participating parties must attach a completed and signed declaration of party affiliation by each assembly membership candidate.
The party affiliation declaration must include the candidate’s personal details (name, surname, Georgian citizen’s personal identification number) and the date of completion, along with an indication that they are either a member of the party under whose list they are presented, non-partisan, or if they left a party within the last 6 months before submitting the party list/candidate registration application, they must specify the exact date of leaving the party and that party’s name. If the candidate is a member of another party registered under Georgia’s Organic Law on Political Unions of Citizens, the declaration must specify that party’s name.
Sakrebulo membership candidates will not be registered for elections, and registered candidates’ electoral registration will be cancelled by order of the relevant district electoral commission/CEC chairperson if it emerges that the candidate is a member of another party registered under Georgia’s Organic Law on Political Unions of Citizens, or if the aforementioned regulatory requirements have been violated.
Additionally, party lists must include each assembly membership candidate’s completed and signed registration card in duplicate, a certificate regarding deprivation of rights, a photocopy of their Georgian citizen’s identity document or passport, and two photographs,” states the CEC information.
The electoral administration explains that certificates regarding deprivation of rights are issued by the public legal entity, the Service Agency of Georgia’s Ministry of Internal Affairs.
Party lists must specify each candidate’s: surname, name; date of birth (day, month, year); gender; address (according to Georgian citizen’s identity document or agency database); Georgian citizen’s personal identification number; workplace (if unemployed, marked as “unemployed”); position (occupation); in case of presentation in a local majoritarian electoral district, the name and number of that district.
The registration card must indicate for each candidate: surname, name; date of birth (day, month, year); gender; address (according to Georgian citizen’s identity document or agency database); Georgian citizen’s personal identification number; workplace (if unemployed, marked as “unemployed”); position (occupation); fact of 6 months’ residence in Georgia; consent to stand for election under the given party list; consent to stand for election in the local majoritarian electoral district (in case of presentation); date of completing the registration card.
