Bachelor’s programs to see credit changes for students enrolled from September 2025

Changes to the number of credits in bachelor’s degree programs will apply to students enrolled from September 1, 2025. The relevant provision is included in amendments to the Law on Higher Education submitted to the Parliament of Georgia.

According to the draft law, the absence of a specific transitional rule for the master’s level creates a legal situation in which the credit changes for master’s programs will apply to students enrolled from the 2026–2027 academic year. The draft also notes that the number of credits for doctoral programs remains unchanged, with a minimum duration of three years.

The explanatory note states that the adoption of the amendments is necessary to clarify transitional provisions and explicitly define that changes under Article 46 of the law will apply to bachelor’s students enrolled from September 1, 2025.

It further explains that the implementation of the new credit system for master’s programs presents practical difficulties for higher education institutions, as students are already enrolled in existing accredited programs where research components begin in the first semester and 30 credits of the academic year have already been completed. Adjusting these programs mid-cycle is therefore considered problematic.
