Tbilisi Mayor: Social services and healthcare to receive largest share of 2026 budget

“I am confident that through unity and with the support of other state agencies, the city will become greener, better organised, and more modern in the coming years,” the capital’s mayor declared at a meeting of the Tbilisi municipal government session.

Kakha Kaladze spoke about the capital’s 2026 budget, which was approved by the city council yesterday, noting that next year’s finances will be directed towards projects that affect citizens’ well-being and comfort.

“Yesterday, the Tbilisi City Council approved the 2026 budget. Those who remember will recall that in 2017, when we came to power, the budget volume stood at approximately 861 million lari.

Since then, the capital’s budget has steadily increased, allowing for tangible improvements within the city. Next year will be no different. The total budget for 2026 amounts to 2,193,388,700 lari, representing an increase of 210,210,700 lari compared to the approved 2025 budget,” announced Kakha Kaladze.

According to him, the budget revenue structure is as follows: own revenues – 1,533,357,600 lari; capital special transfer receivable from the state budget – 630,000,000 lari; other capital grants (including VAT to be covered within the framework of loans) – 25,480,000 lari; targeted transfer for the implementation of delegated powers – 4,551,100 lari.

“Next year, infrastructure development will once again be a priority. We regard the city’s infrastructural elements, roads, bridges, squares, improvements to municipal transport, and so on, as essential. Naturally, the largest portion of the budget will be allocated to social services and healthcare, because our foundation is concerned with the well-being of our people and their health. Everything undertaken in the city is aimed at ensuring the comfort and prosperity of our citizens,” the Mayor of Tbilisi stated.

Furthermore, Kakha Kaladze once again drew attention to the significant and large-scale projects that the municipality will implement in 2026.

“Yesterday we spoke in detail about the major new projects planned according to the budget proposal, but I shall repeat once more that next year will undoubtedly mark the beginning of significant changes, as the following will be implemented: design/construction of a road bridge connecting Station Square and Dadiani Street; laying out/rehabilitation of squares (including Dighomi Chalebi, rehabilitation of First Republic Park); laying out the so-called Military Town Park; rehabilitation of the cascade of fountains in Vake Park; construction of four kindergartens; replacement of dilapidated buildings; rehabilitation of the Palace of Chess; rehabilitation of Sulkhan-Saba and Ingorokva Streets (including utilities) and many other projects,” the Mayor of Tbilisi noted.

At today’s meeting, Kakha Kaladze expressed his gratitude to representatives of the Tbilisi City Council, the central government, and every employee of the agency for their support.

“I should like to take this opportunity to thank the members of the Tbilisi City Council for their support. Many thanks to the central government, the Prime Minister, and the Minister of Finance, because without their assistance, it would have been impossible to complete the projects already implemented or those planned. Our agency’s employees also deserve thanks, because without their tireless work and dedication, speaking of success would be unimaginable.

Every employee of the municipality is laying their own brick in building this city, and I am proud of that both as the Mayor of Tbilisi and as a resident. I am fortunate to have dedicated, professional individuals who love their work and care deeply about the city; loyal and committed people.
