Revenue Service issues clarification on annual property tax declaration

The Revenue Service of the Ministry of Finance of Georgia has released a statement clarifying the procedure for filing annual property tax declarations.

According to the agency, no legislative changes have been made regarding the filing or administration of the annual property tax declaration.

“In the interests of taxpayers, the Revenue Service of the Ministry of Finance provides detailed information about the categories of individuals who are required to submit an annual property tax declaration by November 1.

A natural person, including an individual entrepreneur, is obliged to file a declaration if the combined income of the person and their family members exceeded 40,000 GEL in 2024 and they own taxable property. This includes real estate (such as buildings, parts of buildings, or unfinished constructions), yachts, boats, helicopters, airplanes, and passenger cars (excluding motorcycles and mopeds). In the case of economic activity, the obligation also covers assets recorded as fixed assets on the balance sheet, equipment, and similar property.

A person is not required to submit a declaration if they have already filed one, property tax has been assessed, and no data have changed. In such cases, the system will automatically register the information from the previous year.

Under current legislation, no changes have been made to the rules governing the submission and administration of annual property tax declarations. Entrepreneurial entities and individuals must continue to include data on taxable property for the previous tax year and data on taxable land as of April 1 of the current year.

The Revenue Service also urged media outlets, financial and accounting companies, consulting firms, and individual experts to refrain from spreading misleading or false information that could confuse taxpayers.
