According to the Government Efficiency Department’s 2025 activity report, the introduction of a new electronic market research module ensures that all interested parties have equal opportunities to participate in market research and submit their proposals during the preparatory stage of public procurement.

The document discusses the electronic Market Research System (MRS) module and notes that equal access to market research materials published by procuring organisations minimises the risks of bias and preferential treatment towards any particular supplier.

“Notification of the commencement of market research is automatically sent, according to the relevant classification code, to persons registered in the unified electronic procurement system; simultaneously, this information is also accessible to persons using the system with guest status. All interested parties have the opportunity to ask questions regarding the procurement subject and receive comprehensive answers.

Through the market research module, information submitted by all interested parties becomes accessible to the procurer via the system at a predetermined time.

The submitted information is not public; only the specific procuring organisation has access to it. Based on the analysis of information received through the market research module, subsequent procurement procedures are planned and implemented. Using the new module, market research is conducted for electronic, simplified procurements carried out under special rules by state enterprises, and procurements conducted under certain exceptions to the law,” the document states.

According to the report, the objectives of implementing the new electronic market research module are: creating equal conditions for participants in the public procurement process; maximising the reduction and prevention of corruption risks in the planning and implementation of public procurement; increasing the involvement of persons wishing to participate in public procurement; enhancing the level of transparency in the public procurement process; ensuring more economical, productive, and efficient management of public funds.

“The new electronic Market Research System (MRS) module represents an innovative product that is an integral part of the unified electronic procurement system. The electronic module is novel and has no analogue in the procurement systems of either European Union member states or candidate countries.

Information on procurements to be carried out by 4,751 state procuring organisations registered in the unified electronic public procurement system is automatically transmitted to 59,475 economic operators registered in the same system, according to their interests. This ensures participants receive timely information and enhances their engagement in public procurement. The MRS module serves the transparent and rational expenditure of public funds,” the document states.
