PM Kobakhidze: Public resources must deliver maximum benefit for citizens; furthering public procurement reform remains priority

“Our approach dictates that every single public resource must deliver the maximum benefit for our citizens. Consequently, particular attention is being paid to the further development of the public procurement system as a cornerstone of effective governance,” stated the Prime Minister of Georgia, Irakli Kobakhidze, during his address at the United Nations Public Service Forum.

The Head of Government noted that in 2025, the Government Efficiency Department was established within the Georgian Government Administration. Its primary objective is to evaluate the effectiveness of state programmes, projects, and procurements, monitor performance, and promote the rational utilisation of state resources.

“Our approach dictates that every single public resource must deliver the maximum benefit for our citizens. Consequently, particular attention is being paid to the further development of the public procurement system as a cornerstone of effective governance.

According to the monitoring and analysis conducted in this area, direct savings and tender optimisations achieved between 2025 and 2026 have preserved over 390 million [GEL] for the state budget,” Irakli Kobakhidze stated.

The Prime Minister further emphasised that the principles of efficiency and optimal resource management are being widely implemented across various sectors of public administration.

“For instance, restructuring carried out within the Ministry of Economy and Sustainable Development since 2025 has yielded total savings of 845 million GEL. This was achieved through the optimisation of administrative and staffing expenses, as well as projects and procurement. Notably, the streamlining of 2,422 staff positions resulted in an annual saving of 60 million GEL. Furthermore, a thorough review and improvement of various projects, public procurements, and contractual terms resulted in an additional saving of 785 million GEL.

Alongside these practical steps, significant legislative amendments have been implemented, bolstering the transparency, competitiveness, and efficiency of the public procurement system. These new mechanisms foster more active participation from small and medium-sized enterprises (SMEs), whilst ensuring a more responsible, results-oriented management of public funds,” the Prime Minister concluded.
