MIA: 14 detained, administrative proceedings launched against 13 more after Rustaveli protest
Deputy Minister of Internal Affairs Aleksandre Darakhvelidze announced at a briefing today that police have detained 14 individuals under the Code of Administrative Offenses in connection with yesterday’s protest on Rustaveli Avenue. Administrative proceedings have been initiated against an additional 13 participants.
“On October 18, in the vicinity of the Parliament building on Rustaveli Avenue, rally participants — despite their small numbers — deliberately blocked the roadway and disrupted traffic. With this action, they violated Article 11 of the Law of Georgia ‘On Assemblies and Manifestations’, which prohibits artificially obstructing the carriageway unless the size of the gathering necessitates it,” Darakhvelidze said.
According to the Deputy Minister, protest participants ignored repeated police warnings and an official statement from the Ministry of Internal Affairs instructing them not to block traffic. He also noted that some demonstrators wore face coverings, which he said is likewise a violation of the law.
“In total, 27 violators have been identified. Fourteen have already been detained, while administrative proceedings are underway against 13 others. Their cases will be reviewed in court in the coming days,” Darakhvelidze stated, adding that repeat offenses could result in criminal liability.
The Deputy Minister once again called on demonstrators to refrain from unlawful actions and to exercise their right to protest within the legal framework. “Otherwise, the Ministry of Internal Affairs will apply the measures provided for by Georgian legislation,” he said.
