Local governance elections scheduled to follow 2017 regulations

The 2025 local self-governance elections will be conducted under the same regulations as those in 2017, following amendments to the Election Code initiated on December 9.

According to the draft legislation, the Assembly (Sakrebulo) of the local governance body will consist of 15 elected members representing the territorial community, selected through proportional representation, along with one member from a village, settlement, or town within the same territorial unit.

In administrative centres with a voter population exceeding 4,000 but below 10,000, two members will be elected through a single-mandate system. For administrative units with more than 10,000 voters but fewer than 20,000, three Sakrebulo members will be elected. In units where the voter count ranges from 20,000 to 35,000, four members will comprise the Sakrebulo. If the voter population exceeds 35,000, the assembly will include five members.

The Tbilisi City Assembly (Sakrebulo) will be structured differently. The Tbilisi Sakrebulo will have 50 members, with 25 members elected through single-mandate districts in Tbilisi. At the same time, the remaining 25 seats will be filled by members elected through proportional representation from across the Tbilisi municipality.
