Justice Minister: Georgia conscientiously implements Strasbourg court decisions
Georgia’s Justice Minister, Paata Salia, has commented on the ruling of the Grand Chamber of the European Court of Human Rights (ECHR) regarding the protests held on June 20-21, 2019 and their dispersal using special means.
According to the Justice Minister, the Strasbourg Court’s decision is fully consistent with the Prosecutor’s Office’s decision to initiate criminal proceedings against Giorgi Gakharia.
“Today’s ruling makes clear that the decisions adopted by the European Court and the decisions adopted at the local level are in complete alignment with one another. The Prosecutor’s Office of Georgia initiated criminal prosecution against Giorgi Gakharia on November 12, 2025. This circumstance could not have been reflected in the Strasbourg Court’s decision, as the deliberations and substantive hearing on the case had already been completed. However, this once again underscores that the actions carried out by the European Court are in complete alignment with the actions that the Prosecutor’s Office of Georgia is carrying out today,” stated Paata Salia.
According to the Justice Minister, the Prosecutor’s Office will take into account all circumstances established by the Strasbourg Court throughout the investigation.
“We are a state that conscientiously implements Strasbourg Court decisions. In the present case, the decision has largely already been implemented at the local level by the law enforcement body, the Prosecutor’s Office, and, of course, the Prosecutor’s Office will take into account all circumstances that the ECHR has established,” stated Paata Salia.
