According to the Speaker of the Parliament Irakli Kobakhidze, if the government does not fulfil the function of locomotive, the local self-governance reform will be very complicated.

Irakli Kobakhidze talked about the importance of the local self- governance reform and the importance of decentralization at the presentation of the strategic vision of self-governance.

According to the Speaker of the Parliament, decentralization is one of the key cornerstones for forming democratic and effective governance system.

“Some basic terms should be fulfilled in order to achieve a proper governance system. One of them has already been fulfilled; Georgia has adopted a new constitution, which offers a very sophisticated parliamentary governance system. This system is based on a classical parliamentary model of power division. Accordingly, a new edition has a very solid basis for the development of democratic processes in line with the principle of separation of power. It is very important to implement the public service reform in order to improve the governance system. Over the past several years, there have been a number of important steps taken in this direction, we have adopted the law on “Public Service” and the salary system was regulated “, – said the speaker.

Kobakhidze believes that reforms should be continued in order to have European and Western type public service system.

“The third important aspect is the proper territorial management system. In this part, special importance is given to strengthening local self-government, which is one of the cornerstones of the democratic governance system”, – Kobakhidze said.
