“What the Prime Minister announced is a useful process. It means that old fines will be frozen, and if an honest developer continues to operate without violations, this fine will also be waived; while if they continue dishonetly, the fine will be reinstated,” said Giorgi Margebadze, Head of Small and Medium-Size Hydro Electric Power Plants Association of Georgia.

According to Margebadze, violations are linked to dishonesty; this is a complex issue with many problems arising.

“This decision is very appropriate. It will give companies a chance to plan their activities effectively. The stricter measures introduced are also justified, as they help prevent unscrupulous developers. Regarding dishonest investors, the company signs a memorandum to sell later, so they are often reluctant to invest half a million in research or to start trading papers and searching for an investor. As time passes, they end up being fined. We remain in constant contact with the relevant agency, and all issues will be considered on a case-by-case basis.
