Government Efficiency announces stricter criteria for "white list" as plans for abolition by 2029 take shape
The Government Efficiency Department, in close collaboration with the Ministry of Infrastructure of Georgia and the State Procurement Agency, has announced significant tightening of the criteria for inclusion on the “White List”. This development is outlined in their 2025 report.
According to the department, the decision to tighten the requirements is rooted in past practices where obligations under state procurement agreements were not fulfilled in certain cases. As a consequence, public funds were misappropriated, and procuring organisations suffered significant setbacks. As a result, the criteria for inclusion on the “White List” have been made more stringent, both in terms of the scope of projects undertaken and the recommendations that must be submitted.
“Furthermore, over the next three years, the required volume of bank guarantees will steadily rise, with the complete abolition of the “White List” scheduled for 2029. This change aims to promote more focused management of public funds and to encourage suppliers to fulfil their obligations in good faith and with due diligence, thereby ensuring they can continue to benefit from the advantages offered by the ‘White List’,” the report states.
