Georgia to establish centralised procurement body to streamline state procurement from 2026
By decision of the Georgian Government, and with the involvement of the Efficiency Department, a centralised procuring body has been established to independently oversee the procurement of certain goods and services for the state, commencing in 2026. This is outlined in the Government Efficiency Department’s 2025 report.
This reform aims to promote transparent and prudent management of public funds, ensuring a timely and effective response to national needs.
Furthermore, within the framework of its new procurement mandate, the centralised procuring body will also be responsible for monitoring contracts related to centralised procurement activities.
“The estimated value of goods and services to be procured by the Central Procuring Authority is approximately 2 billion GEL annually. The agency will be staffed with highly qualified personnel dedicated to achieving these objectives. It will conduct procurements through consolidated tenders and support activities, based on the utilisation of dedicated procuring entities, with the capacity to carry out centralised procurement.
The establishment of this Central Procuring Authority was also envisaged by the Law of Georgia ‘On Public Procurement’, adopted in fulfilment of the obligations under the Association Agreement with the European Union,” states the 2025 report from the Government Efficiency Department.
