Parliament approves MIA’s traffic rule enforcement amendments in third reading
The Parliament of Georgia has adopted, in the third reading, a package of legislative amendments prepared by the Ministry of Internal Affairs of Georgia aimed at strengthening traffic safety and preventing road accidents.
According to the draft law, the amendments will be incorporated into the Code of Administrative Offenses of Georgia.
Authorities note that road safety remains a major challenge in Georgia due to the sharp increase in the number of vehicles and growing mobility. Despite progress in recent years, road accidents continue to cause serious damage.
According to official data, 469 people died and 8,191 were injured in road accidents in Georgia last year alone.
A comprehensive analysis of traffic accidents and the high mortality rate on Georgian roads showed the need to significantly tighten existing sanctions to improve safety.
Key changes introduced by the amendments
Higher fines and stricter penalties:
- The fine for violating vehicle maneuvering rules increases to 100 GEL, with 20 points deducted from the driver’s license.
- Exceeding the speed limit by 15–40 km/h will now result in a 100 GEL fine instead of 50 GEL.
- Failure to wear a seat belt by a driver or passenger will be fined 50 GEL, with 10 points deducted.
- Using a mobile phone while driving will now carry a 50 GEL fine.
Parking and traffic violations:
- The fine for violating parking rules increases to 50 GEL in major cities including Tbilisi, Kutaisi, Batumi, Mtskheta, Rustavi, Gori, Telavi, Poti, Zugdidi, Akhaltsikhe and Ozurgeti, as well as in Georgian resort areas.
A new violation is introduced for stopping a vehicle on a sidewalk or pedestrian crossing:
- 100 GEL fine in major cities and resorts
- 10 GEL fine in other municipalities.
Dangerous driving and repeat violations:
- A drift causing minor damage or injury will result in a 500 GEL fine and six-month suspension of driving rights.
- Repeated violations that create an emergency situation or traffic jam will lead to a 300 GEL fine and 30 points deducted.
Sidewalk and heavy vehicle restrictions:
- Driving on a sidewalk will result in a 200 GEL fine and 30 points deducted.
- Trucks in categories N2 and N3 driving on roads in Tbilisi without a destination in the capital will be fined 500 GEL.
New traffic rule:
- A new road sign — “Stopping prohibited near a fire hydrant” — is introduced. Violators will face a 200 GEL fine, and vehicles may be transferred to a special guarded parking lot.
BUS LANE regulations:
- Driving in a BUS LANE will result in a 100 GEL fine plus a 15-point deduction.
- A repeated violation will lead to a 150 GEL fine and a 30-point deduction.
- Driving, stopping or standing in a BUS LANE arranged against the direction of traffic will result in a 200 GEL fine and 20 points deducted, or 300 GEL and 30 points deducted for repeat offenses.
The amendments will enter into force on May 1, 2026.
