Parliament approves amendments to Higher Education Law in first reading

Parliament reviewed, under an expedited procedure, and approved in the first reading amendments to the Law “On Higher Education, introduced by the Deputy Education, Science and Youth Minister, Zviad Gabisonia, the Parliament reported.

“In terms of the higher education concept, during the autumn session, we presented the first legislative package of the reform. The new legislative package includes certain types of amendments and clarifications,” the reporter noted.

According to him, the list of academic personnel will be expanded to include the position of Lead Professor.

In addition, the rights of individuals holding this position to be members of the Academic Council and to participate in the process of electing a dean will be regulated.

The legal framework for the reorganization of state-founded higher education institutions is also being clarified.

Furthermore, higher education institutions will be granted the opportunity, under a phase-out regime and for a specified period, to continue implementing certain programs that will not be envisaged by a government decree.

Accordingly, students already enrolled in such programs will be able to continue their studies at the respective higher education institution for the defined period.

​“As a result of the reform, students will receive tuition-free education, expanded infrastructure, dual resources, and international recognition. In the university context, professors will gain a strengthened research base, interdisciplinary cooperation, and improved conditions. As for our country, it will gain competitive professionals—intellectual resources that strengthen the country and create strong universities,” stated Mariam Lashkhi, Chair of the Education, Science and Youth Affairs Committee.
